drawable-id: can either be -1 or the id of a layer. If it is -1, a new layer will be created. If a layer is specified, a so-called floating selection will be created on the specified layer. Such a floating selection can be «merged» with the layer with gimp-floating-sel-anchor.

Returns the id of the newly created layer, or -1 if none was created.
