Oracle Administrator privileges

Administrator privileges are needed in order to start up and shut down a database. One needs one of the following in order to gain Administrator privileges:
  • The users's os privileges allow him or her to connect using administrator privileges
  • the user is granted the sysdba or sysoper privileges and the database uses password files to authenticate database administrators.
  • the database has a password for the INTERNAL login, and the user knows the password
